А мы-то, оказывается так и живём в состоянии чрезвычайного положения с 11 сентября 2001 года!!! 9-11-01 президент объявил чрезвычайное положение, письменно оно было оформлено 9-14-01 и с тех пор Буш исправно продлевал его каждый год. Последний раз - 28 августа 2008 года! Читайте, завидуйте:

Consistent with section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)), I am continuing for 1 year the national emergency I declared on September 14, 2001, in Proclamation 7463, with respect to the terrorist attacks at the World Trade Center, New York, New York, the Pentagon, and aboard United Airlines flight 93, and the continuing and immediate threat of further attacks on the United States.
Because the terrorist threat continues, the national emergency declared on September 14, 2001, and the powers and authorities adopted to deal with that emergency, must continue in effect beyond September 14, 2008. Therefore, I am continuing in effect for an additional year the national emergency I declared on September 14, 2001, with respect to the terrorist threat.
This notice shall be published in the Federal Register and transmitted to the Congress.

Интересно, это только я такой лопух, что считала, чрезвычайка давно истекла? А что Конгресс тут ни при чём, он не должен утверждать состояние ЧП, пересматривать его время от времени? И зачем это Бушу надо было столько лет держать чрезвычайное положение?

conditions suddenly intensifying the degree of existing danger to life or well-being
beyond that which is accepted as normal).
Мне интересно, а что следует из того, что мы живём в чрезвычайном положении от 9-11-01?

I guess bush was using the second definition, with the 9/11 as the "unexpected event". I didn't know we were still in a state of emergency, but then I was also surprised that the threat level in the airports remains a lovely orange hue.
On the other hand, we are in so many different emergencies now--real or hyped--that one more is but an unexpected guest at a children's birthday party: either way, all the furniture will be smeared.
