Предыдущую гражданскую войну в Америке развязали тоже республиканцы...

The McCarthy communist witch-hunts are a more appropriate parallel. I don't know and I don't care whose party started it, the latter primarily because the composition of the two major political parties radically changes throughout the years. As vlad_ab pointed out, during and right after the American civil war, south of the Dixie line was solidly democratic.

It is, though, the same kind of reactionary thinking that got us into it.
